Description of Electronic Building Identity Procedures

Since March 2021, the Electronic Building Identity is active as the online platform “Building Identity” of Technical Chamber of Greece (TCG) is fully functional.

Based on the current legislation, the admission of the property in the disposition of electronic building identity is mandatory for every issuing notarial deed (acquisition of the property inherited is excluded) since 01.04.2022

The Electronic Identity is a unique online data base where all the supporting documents, data and designs for each property will be gathered.

The registration of the Electronic Building Identity can be only done by an authorised civil engineer after the supporting documents are hand over to him. At the first stage, the plot should be registered and at the second stage the property should be registered . After that, the civil engineer issues the Building Identity Excerpt. Each Excerpt has its own genuine key and unique Identity Code.

Then, the civil engineer applies for the issuance of Building Identity Completion Certificate which includes his own certification whether the property has or does not have unauthorized construction and the Excerpt data. In case the property has unauthorized construction, it should be mentioned whether this has been regularized.

In order to proceed with the buildind identity, the following data should be inserted in the online system of TCG.

SUPPORTING DOCUMENTS FOR THE REGISTRATION OF ELECTRONIC BUILDING IDENTITY

Briefly, the Electronic Building Identity/ Divided Ownership includes the following data:

1. the building permit with its revisions,

2. the designs followed by the building permit (Architectural Design – Static Components-  Electromechanical Procedures) – in case that the building permit file is lost, a certificate of loss is being submitted from the Building Service in charge.

3. EPC (the certificate of the energy efficiency of the building/ split ownership)

4. CIC (the certificate of the building control, if this is issued)

5. declarations of affiliation for unauthorized construction settlement

6. the layout designs, which illustrate the property/ the divided ownership without the common areas, in its real situation when the last one does not occur from data of case a’, b’ and e’.

7. structural vulnerability report or the static adequacy study, if this is obligatory

8. the table of thousandths and the cost allocation study of the building if these are required/exist

9. NCCN (National Cadastre Code Number – per property or/and per divided ownership)

10. Network Elements (Power Supply Number & Water Supply Number – EYDAP)

11. Owner’s personal data

After the completion of the supporting document gathering and posting, the authorised civil engineer issues online the certificate of completion, in which will be declared the data included in the identity. The certificate is being issued for a building, horizontal or vertical split ownership, has a unique number & it states the Code Number of the National Land Registry of the plot or the field or the divided ownership.

The certificate issue presupposes the payment of the return fee for TCG.
